                        A BILL FOR AN ACT
Relating to compensation for lottery game retailers; creating new
  provisions; and amending ORS 461.445.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. ORS 461.445 is amended to read:
  461.445. In establishing its schedule of payments to
contractors, the Oregon State Lottery Commission shall undertake
to develop a system that maximizes the net revenue to the state
for the public   { - purpose consistent with providing a
reasonable rate of return for contractors - }  { +  purposes
described in section 4, Article XV of the Oregon
Constitution + }.
  SECTION 2.  { + (1) The Oregon State Lottery Commission shall
conduct a study to determine the feasibility of implementing an
alternative to the current method for awarding contracts to video
lottery game retailers, as defined in ORS 461.217, for video
lottery game terminals operated under the authority of the
commission. In examining the feasibility of implementing
alternative processes for awarding contracts, the commission
shall consider:
  (a) Awarding the contracts by competitive bidding; and
  (b) Replacing the current method of determining the percentage
of net receipts paid to video game retailers with an alternative
process that maintains the current structure and operational
methods employed by the commission for video lottery games.
  (2) The commission shall report the results of the study to the
Governor and to the Seventy-fourth Legislative Assembly in the
manner specified in ORS 192.245 by June 30, 2008. + }
