SUMMARY
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
Requires student who receives diploma from school district to
receive passing score on assessment of Oregon Studies and
subjects on test administered to immigrants who apply for
citizenship. Directs Department of Education, in consultation
with Secretary of State, to develop assessment.
Applies new assessment requirement to students who receive high
school diploma on or after July 1, 2011.
Declares emergency, effective July 1, 2007.
A BILL FOR AN ACT
Relating to high school graduation requirements; amending ORS
329.451 and section 3, chapter 827, Oregon Laws 2005; and
declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. ORS 329.451 is amended to read:
329.451. (1) In order to receive a high school diploma from a
school district, a student must meet the requirements established
by the State Board of Education and, while in grades 9 through
12, must { - complete - } :
(a) { + Complete + } at least 24 credit hours, as defined by
rule of the board;
(b) { + Complete + } three years of mathematics; { - and - }
(c) { + Complete + } four years of English { + ; and
(d) Meet the requirements of subsection (2) of this
section + }.
{ + (2) In order to receive a high school diploma from a
school district, a student must receive a passing score on an
assessment that allows the student to demonstrate proficiency in
Oregon Studies, as defined in ORS 329.007, and those subjects
included in the test administered by the United States
Citizenship and Immigration Services to immigrants who apply for
United States citizenship. The assessment shall be developed by
the Department of Education in consultation with the Secretary of
State. The department shall also establish what is considered to
be a passing score on the assessment. + }
{ - (2) - } { + (3) + } Notwithstanding subsection (1) of
this section, a school district may award a diploma to a student
who does not meet the requirements of subsection (1)(b) or (c) of
this section if the student:
(a) Has met or exceeded the academic content standards for
mathematics or English established by the board; or
(b) Displays proficiency in mathematics or English at a level
established by the board.
SECTION 2. Section 3, chapter 827, Oregon Laws 2005, is amended
to read:

{ - section 1 of this 2005 Act - } { + ORS 329.451 (1)(a) to
(c) and (3) + } apply to students who receive a high school
diploma from a school district on or after July 1, 2009.
{ + (2) The requirements of ORS 329.451 (1)(d) and (2) apply
to students who receive a high school diploma from a school
district on or after July 1, 2011. + }
SECTION 3. { + This 2007 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2007 Act takes effect July 1,
2007. + }
