brief statement of the essential features of the measure as
introduced.
 
  Directs Department of Education to award grants for English
language instruction.
  Appropriates moneys from General Fund to department for grants.
  Declares emergency, effective July 1, 2007.
 
                        A BILL FOR AN ACT
Relating to English language instruction; appropriating money;
  and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) During the 2007-2009 biennium, the
Department of Education shall award grants for English language
instruction.  The purpose of the grant program is to provide
English language instruction 24 hours a day, seven days a week in
all communities in Oregon for adults and children.
  (2) The department shall award the grants to:
  (a) Literacy councils and other nonprofit organizations to
provide English language instruction; and
  (b) Television stations to provide English language
instructional programming.
  (3) The State Board of Education may adopt any rules necessary
for the administration of the grant program. + }
  SECTION 2.  { + There is appropriated to the Department of
Education, for the biennium beginning July 1, 2007, out of the
General Fund, the amount of $___ for the purpose of awarding
grants for English language instruction under section 1 of this
2007 Act. + }
  SECTION 3.  { + This 2007 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2007 Act takes effect July 1,
2007. + }
