introduced.
Requires Department of Human Services to establish standards
for family group homes. Requires specified payment by department
for children in family group homes.
Appropriates moneys to department for certification of and
payments to family group homes.
A BILL FOR AN ACT
Relating to family group homes; and appropriating money.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Section 2 of this 2007 Act is added to and made
a part of ORS 418.625 to 418.645. + }
SECTION 2. { + (1) The Department of Human Services shall
adopt rules for the certification of foster homes that are family
group homes. Family group homes include specialized family group
homes and standard family group homes.
(2) To be certified by the department, specialized family group
homes must:
(a) Meet all safety standards established by the department;
(b) Have the capacity to provide a safe and caring environment
for a child whose emotional and behavioral characteristics are
appropriate for family group home care;
(c) Be staffed by the family group home provider;
(d) Contain a minimum of one adult for every five children who
are present in the home; and
(e) Have staff participate in 30 hours of professional training
each year, as prescribed by the department.
(3) To be certified by the department, standard family group
homes must:
(a) Contain a minimum of 15 beds with multiple homes or
cottages;
(b) Have paid staff with paraprofessional training, as
prescribed by the department;
(c) Offer on-site services of a mental health professional;
(d) Keep siblings together;
(e) Provide extended care;
(f) Provide services to develop independent living skills,
including emancipation services prescribed by the department;
(g) Provide vocational training;
(h) Provide referrals to community services; and
(i) Provide parenting classes and parenting involvement. + }
SECTION 3. { + For the biennium beginning July 1, 2007, the
Department of Human Services shall pay foster homes certified as
family group homes under section 2 of this 2007 Act at the rate
of $1,400 per month for each child placed in the home by the
department. + }
SECTION 4. { + There is appropriated to the Department of
Human Services, for the biennium beginning July 1, 2007, out of
the General Fund, the amount of $___ for the purpose of carrying
out the provisions of sections 2 and 3 of this 2007 Act. + }
