  Appropriates moneys from General Fund to State Department of
Agriculture for certain biennial expenses.
  Limits certain biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts and certain federal
funds, but excluding lottery funds and other federal funds,
collected or received by department.
  Limits biennial expenditures by department from lottery moneys.
  Limits biennial expenditures by department from federal funds.

                        A BILL FOR AN ACT
Relating to financial administration of the State Department of
  Agriculture; appropriating money; limiting expenditures; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There are appropriated to the State Department
of Agriculture, for the biennium beginning July 1, 2007, out of
the General Fund, the following amounts for the following
purposes: + }

contract services, but excluding lottery funds and federal funds
not described in this section, collected or received by the State

  SECTION 3.  { + Notwithstanding any other law limiting
expenditures, the amount of $10,160,792 is established for the
biennium beginning July 1, 2007, as the maximum limit for payment
of expenses from lottery moneys allocated from the Parks and
Natural Resources Fund to the State Department of Agriculture for
the Oregon Plan, to be used for salmon and watershed
activities. + }
  SECTION 4.  { + Notwithstanding any other law limiting
expenditures, the following amounts are established for the
biennium beginning July 1, 2007, as the maximum limits for
payment of expenses from federal funds other than those described
in section 2 of this 2007 Act collected or received by the State
Department of Agriculture, for the following purposes: + }

  SECTION 5.  { + Notwithstanding any other law limiting
expenditures, the amount of $35,190 is established for the
biennium beginning July 1, 2007, as the maximum limit for payment
of expenses from lottery moneys allocated from the Administrative
Services Economic Development Fund to the State Department of
Agriculture for deposit in the County Fair Account established by
ORS 565.445, to support county fairs. + }
  SECTION 6.  { + Notwithstanding any other law limiting
expenditures of the State Department of Agriculture for the
biennium ending June 30, 2007, the expenditure limitations for
the following programs for the biennium ending June 30, 2007, as
modified by Emergency Board action, are changed by the amounts
specified:
 
 
  (1) The expenditure limit on certain federal funds for food
safety, established in section 4 (1), chapter 716, Oregon Laws
2005, is decreased by $280,196.
  (2) The expenditure limit on certain federal funds for natural
resources, established in section 4 (2), chapter 716, Oregon Laws
2005, is increased by $733,385. + }
  SECTION 7.  { + This 2007 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2007 Act takes effect on its
passage. + }
