                             AN ACT
 
 
Relating to state financial administration; limiting
  expenditures; and declaring an emergency.
 
Be It Enacted by the People of the State of Oregon:
 
  SECTION 1.  { + Notwithstanding any other law limiting
expenditures, the following amounts are established for a
six-year period beginning July 1, 2007, as the maximum limits for
the payment of expenses from fees, moneys or other revenues,
including Miscellaneous Receipts, but excluding lottery funds and
federal funds, collected or received by the state agencies
listed, for the acquisition of land and the acquisition,
planning, constructing, altering, repairing, furnishing and
equipping of buildings and facilities: + }

  SECTION 3.  { + The project approvals and expenditure
limitations in this 2007 Act expire on June 30, 2013, unless
otherwise noted or unless changed by the Legislative
Assembly. + }
  SECTION 4.  { + The expiration dates of the project approvals
and expenditure limitations authorized by the Legislative
Assembly for the following projects are extended to the following

  SECTION 5.  { + The Legislative Assembly approves the proposal
of the Oregon Military Department, submitted in accordance with
ORS 396.515 (4), for the sale of the Ontario Armory. + }
  SECTION 6.  { + Notwithstanding any other law limiting
expenditures, the limitation on expenditures established by
section 2, chapter 83, Oregon Laws 2007 (Enrolled Senate Bill
5546), for the six-year period beginning July 1, 2005, as the
maximum limit for payment of expenses for the design and
renovation of the Eugene State Office Building from fees, moneys
or other revenues, including Miscellaneous Receipts, but
excluding lottery funds and federal funds collected or received
by the Oregon Department of Administrative Services, is increased
by $1,116,470. + }
  SECTION 7.  { + Notwithstanding any other law limiting
expenditures, the limitation on expenditures established by
section 1 (3)(g), chapter 623, Oregon Laws 2003, for the six-year
period beginning July 1, 2003, as the maximum limit for payment
of expenses for the DEQ/Health Laboratory completion of
construction from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds collected or received by the Oregon Department of
Administrative Services, is increased by $3,700,000. + }
  SECTION 8.  { + Notwithstanding any other law limiting
expenditures, the limitation on expenditures established by
section 1 (2)(b), chapter 623, Oregon Laws 2003, for the six-year
period beginning July 1, 2003, as the maximum limit for payment
of expenses for the Salem office building construction from fees,
moneys or other revenues, including Miscellaneous Receipts, but
excluding lottery funds and federal funds collected or received
by the Oregon Department of Aviation, is decreased by
$2,000,000. + }
  SECTION 9.  { + This 2007 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2007 Act takes effect on its
passage. + }
