                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Limits certain biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts and federal funds, but
excluding lottery funds, collected or received by Department of
Consumer and Business Services.
  Authorizes specified unlimited expenditures.
  Declares emergency, effective July 1, 2007.
 
                        A BILL FOR AN ACT
Relating to financial administration of the Department of
  Consumer and Business Services; limiting expenditures; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Notwithstanding any other law limiting
expenditures, the amount of $200,526,723 is established for the
biennium beginning July 1, 2007, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, and including federal funds, but
excluding lottery funds, collected or received by the Department
of Consumer and Business Services, for occupational safety and
health-related activities, manufactured home inspections and
senior health insurance benefit programs. + }
  SECTION 2.  { + For the biennium beginning July 1, 2007, the
following expenditures by the Department of Consumer and Business
Services are not limited:
  (1) Expenditures from the Workers' Benefit Fund;
  (2) Expenditures from the Self-Insured Employer Adjustment
Reserve;
  (3) Expenditures from the Self-Insured Employer Group
Adjustment Reserve;
  (4) Expenditures from the Oregon Medical Insurance Pool Account
for payment of claims and third party administration contracts;
  (5) Expenditures from the Consumer and Business Services Fund
for payment of contracted collection costs, including contracted
processing costs for the Combined Payroll Tax Reporting Program,
contracted building codes permit issuance costs and workers'
compensation paying agent reimbursements as outlined in ORS
656.307;
 
  (6) Expenditures from the Funeral and Cemetery Consumer
Protection Trust Fund; and
  (7) Special payments to the Oregon Health and Science
University for research on occupational illness and disease. + }
  SECTION 3.  { + This 2007 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2007 Act takes effect July 1,
2007. + }
