brief statement of the essential features of the measure as
introduced.
 
  In memoriam: Former state Senator Ted Hallock, 1921-2006.
 
                      CONCURRENT RESOLUTION
  Whereas former state Senator Ted Hallock, who served 20 years
in the Oregon Legislative Assembly from 1963 to 1983, was known
for his fiery passions and his devotion to his constituents; and
  Whereas Senator Hallock was born in Hollywood, California, in
1921, the son of an electrical engineer; and
  Whereas Senator Hallock moved to Portland, Oregon, in 1921, and
settled in Irvington; and
  Whereas Senator Hallock enlisted in the United States Army Air
Forces after the attack on Pearl Harbor in June 1942 and became a
seasoned veteran of over 30 combat missions, earning a Purple
Heart, the Distinguished Flying Cross, the Air Medal and the
Presidential Unit Citation; and
  Whereas after the war, Senator Hallock earned a journalism
degree from the University of Oregon and worked in radio, earning
the prestigious Peabody Award in 1952 for a news talk show; and
  Whereas in 1962, after covering elections as part of his radio
job, Hallock, a lifelong Democrat, decided to run for office and
entered the state Senate in 1963, announcing his intention to '
upgrade the general intellectual level of the Senate'; and
  Whereas Hallock was known as the state Senate's best
spontaneous orator and in 1973 gave birth to Oregon's initial
land use legislation, Senate Bill 100, requiring every city and
county in the state to create a land use plan; and
  Whereas Hallock left the state Senate in 1983 but never really
retired, returning to advertising and serving on the Northwest
Power Planning Council where he supported measures to restore
salmon runs on the Snake and Columbia Rivers; and
  Whereas Senator Hallock was a political giant in the Oregon
tradition, who passed away at the age of 85 in December 2006;
now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  That we, the members of the Seventy-fourth Legislative
Assembly, extend our condolences to the family of former state
Senator Ted Hallock and recognize his outstanding service,
numerous achievements and contributions to the people and the
State of Oregon throughout his life.
