Whereas Michael T. Muniz was a respected preeminent
practitioner in the field of immigration law for over 25 years,
dedicated to serving the less fortunate and sharing his expertise
with colleagues and law students; and
Whereas Michael T. Muniz practiced all aspects of immigration
law, including business immigration, family immigration,
citizenship, deportation and employment sanctions, representing
hundreds of clients before the Immigration Service, the
Immigration Court, the Board of Immigration Appeals, the
Legalization Appeals Unit and the United States District Court;
and
Whereas Michael T. Muniz earned a B.A. in Political Science
from the University of California, Santa Barbara, in 1974 and a
J.D. from the Lewis and Clark Law School in 1978, and was honored
with a Reginald Heber Smith Community Law Fellowship in 1980; and
Whereas Michael T. Muniz spent 11 years working for legal
services programs focusing on immigration, disability, farm
workers' rights, economic development and senior citizen issues;
and
Whereas Michael T. Muniz was a director of the farm worker
programs at both Oregon Legal Services and the Immigration
Project at California Rural Legal Assistance, also teaching as an
adjunct professor in Immigration Law at Lewis and Clark Law
School and the University of Oregon Law School, and providing
training to Qualified Designated Entities in conjunction with the
Immigration and Naturalization Service; and
Whereas Michael T. Muniz opened his solo practice with offices
in Portland and Salem in 1997, while publishing many articles and
becoming a highly regarded speaker on immigration law at
Continuing Legal Education sessions; and
Whereas Michael T. Muniz was a consulting attorney to the
Mexican Consulate in Portland, a founding board member of
Scholarships for Oregon Latinos and provider of pro bono legal
advice to nonprofit organizations; and
Whereas Michael T. Muniz received the Gerald H. Robinson
Excellence in Advocacy Award from the American Immigration
Lawyers, Oregon Chapter, being described by his friends as 'a man
that walked the talk'; and
Whereas throughout his life Michael T. Muniz believed in
opening doors for others and was devoted to assisting Hispanic
students in their education, and serving as mentor, friend and
ally to many in the community, before passing away on September
30, 2006; now, therefore,

Be It Resolved by the Legislative Assembly of the State of
Oregon:
That we, the members of the Seventy-fourth Legislative
Assembly, recognize and express our appreciation for Michael T.
Muniz's legacy of commitment and devotion to his community and
his life's work on behalf of many Oregonians and the State of
Oregon.
