  On page 1 of the printed joint memorial, line 15, after ' to'
insert 'adequately'.
  In line 25, delete 'will' and insert 'may'.
  On page 2, line 9, delete 'will' and insert 'may'.
  In line 10, after 'license' insert ', driver permit'.
  In line 19, delete 'a' and delete 'database' and insert '
databases'.
  Delete lines 29 through 35.
  On page 3, line 4, delete 'a common machine-readable technology
requirement' and insert 'technology requirements'.
  In line 5, delete 'compromises' and insert 'compromise ' and
after the period delete the rest of the line.
  Delete lines 6 and 7.
  Delete lines 9 through 22 and insert:
  ' (a) Provide appropriations to cover the costs of implementing
the Real ID Act in Oregon and other states;
  ' (b) Provide an easily accessible, low-cost system that allows
all Oregonians, regardless of place of birth, to obtain the
documents necessary for a driver license, driver permit or
identification card that conforms to the Real ID Act;
  ' (c) Extend the deadline for implementation of the Real ID Act
until states have sufficient time, after the federal government
approves the rules, to determine which state laws, administrative
rules and practices are necessary to implement the Real ID Act;
  ' (d) Extend the deadline for implementation of the Real ID Act
until privacy protections and safeguards are implemented to
ensure that copies of all identification documents such as birth
certificates and Social Security cards, and personal information
including name, date of birth, gender, driver license, driver
permit or identification card number, digital photograph,
address, signature and personal data submitted to, copied or
retained by Oregon's Department of Transportation are
sufficiently protected against unauthorized or illegal access and
use;
  ' (e) Extend the United States Department of Homeland
Security's deadline for accepting driver licenses, driver permits
and identification cards that are not in compliance with the Real
ID Act and allow for states to have sufficient time to come into
compliance with the Real ID Act and to issue new Real ID Act
compliant driver licenses, driver permits and identification
cards to all Oregonians;
  ' (f) Take into account the burden on Oregonians to obtain the
necessary identification documents, the time required to obtain a
new Real ID Act compliant driver license, driver permit or
identification from Oregon's Department of Transportation and the
time it will take Oregon's Department of Transportation to issue
new driver licenses, driver permits and identification cards to
all Oregonians; and
 
 
  ' (g) Consider driver licenses, driver permits and
identification cards compliant with the Real ID Act when states
have come into substantial compliance with the law.'.
