                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure.
 
  Recognizes contributions made to communities by persons with
developmental disabilities. Recommends using savings in
Governor's proposed budget to provide services for persons with
developmental disabilities  { + and coupling any closure of
Eastern Oregon Training Center with economic development plan for
City of Pendleton + }.
 
                        JOINT RESOLUTION
  Whereas persons with developmental disabilities are valued
members of our community; and
  Whereas persons with developmental disabilities require
assistance to ensure their full participation in community life;
and
  Whereas services that provide necessary and appropriate
assistance to persons with developmental disabilities are
hindered by inadequate funding; and
  Whereas there are scarce resources to support children with
developmental disabilities who remain at home with their
families; and
  Whereas 3,495 children with developmental disabilities in
Oregon are waiting to receive basic services; and
  Whereas low reimbursement rates set by both state and federal
governments have hampered the ability of community care providers
to hire and employ enough care providers; and
  Whereas the Department of Human Services is revising its rules
regarding the placement of persons with developmental
disabilities in nursing homes; and
  Whereas Governor Kulongoski's proposed budget includes the
closure of the Eastern Oregon Training Center, which is Oregon's
last residential institution for persons with developmental
disabilities; and
  Whereas the proposed closure of the Eastern Oregon Training
Center would have a significant impact upon the economy of the
City of Pendleton; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  That state funds saved through the closure of the Eastern
Oregon Training Center, or through the reassignment or closure,
as the result of regulatory changes enacted by the Department of
Human Services, of other facilities serving persons with
developmental disabilities, be dedicated to providing and
developing necessary community care for children and adults with
developmental disabilities; and be it further
  Resolved, That any funds in excess of the amount necessary to
provide such community care be retained by the Department of
Human Services for the purpose of serving the thousands of
Oregonians in need of community-based support services; and be it
further
  Resolved, That any closure of the Eastern Oregon Training
Center be coupled with an economic development plan for the City
of Pendleton, including study of alternate uses for the Eastern
Oregon Training Center.
