  Appropriates moneys from General Fund to Department of
Education for Oregon prekindergarten program.
  Declares emergency, effective July 1, 2007.
 
                        A BILL FOR AN ACT
Relating to Oregon prekindergarten program; appropriating money;
  and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Department of
Education, for the biennium beginning July 1, 2007, out of the
General Fund, the amount of $40 million for the purpose of
funding the Oregon prekindergarten program so that 100 percent of
eligible children may receive services through the program. + }
  SECTION 2.  { + This 2007 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2007 Act takes effect July 1,
2007. + }
