                             SUMMARY

brief statement of the essential features of the measure as
introduced.
 
  Directs Governor to include in budget report capital
construction budget for Department of Higher Education that
establishes expenditure limitation for proceeds from bonds issued
under Article X-F(1) of Oregon Constitution. Directs State Board
of Higher Education to determine projects within Oregon
University System for which department may expend bond proceeds.
 
                        A BILL FOR AN ACT
Relating to capital construction for higher education; creating
  new provisions; and amending ORS 351.350.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. ORS 351.350 is amended to read:
  351.350.  { + (1) + } In order to provide funds for the
purposes specified in Article XI-F(1)  { - , - }   { + of the + }
Oregon Constitution, bonds may be issued in accordance with the
provisions of ORS 286.031 to 286.061.
   { +  (2) Within the limits established by Article XI-F(1) of
the Oregon Constitution and the expenditure limitations
established by law for the Department of Higher Education, the
State Board of Higher Education shall determine the capital
construction projects within the Oregon University System for
which the department may expend proceeds from bonds issued under
Article XI-F(1) of the Oregon Constitution. + }
  SECTION 2.  { + The Governor shall include in the budget report
required by ORS 291.216 and in the capital construction program
required by ORS 291.224 a capital construction budget for the
Department of Higher Education. The budget for the department
shall establish an expenditure limitation specifying the amount
that the department may expend from the proceeds of bonds issued
under Article XI-F(1) of the Oregon Constitution. + }
