                      SENATE AMENDMENTS TO
                         SENATE BILL 489

  On page 1 of the printed bill, line 2, after 'systems; ' delete
the rest of the line and delete line 3 and insert ' appropriating
money; and declaring an emergency.'.
  Delete lines 5 through 31 and delete pages 2 and 3 and insert:
  '  { +  SECTION 1. + }  { + Section 2 of this 2007 Act is added
to and made a part of ORS 401.260 to 401.325. + }
  '  { +  SECTION 2. + }  { + (1) As used in this section, 'first
responder ' means an individual who, as a regular function of the
individual's employment or in a voluntary capacity as an
emergency service worker, provides initial response to the scene
of an emergency.
  ' (2) The Office of Emergency Management shall create the
Critical Infrastructure Information System to establish and
maintain a database or other information resources necessary and
appropriate for effective first responder emergency response.
  ' (3) The office shall map at least 30 high schools by January
1, 2009. + }
  '  { +  SECTION 3. + }  { + (1) There is created the Critical
Infrastructure Information System Advisory Committee, consisting
of nine members who have expertise in emergency response and who
are appointed as follows:
  ' (a) The President of the Senate shall appoint three members.
  ' (b) The Speaker of the House of Representatives shall appoint
three members.
  ' (c) The Governor shall appoint three members.
  ' (2) The committee, in cooperation with the Governor's Oregon
Geographic Information Council, shall:
  ' (a) Research and determine what state, local and tribal
resources are available for first responder building mapping;
  ' (b) Research and determine the products that are available to
facilitate the task of building mapping and recommend an
information technology plan to support secure maintenance of a
database or other information resources with appropriate access
for first responders;
  ' (c) Research and determine appropriate standards for
coordinated emergency response tools and methods for interface
with local first responders; and
  ' (d) Recommend a process to develop a coordinated first
responder building mapping system in Oregon.
  ' (3) A majority of the members of the committee constitutes a
quorum for the transaction of business.
  ' (4) Official action by the committee requires the approval of
a majority of the members of the committee.
  ' (5) The committee shall elect one of its members to serve as
chairperson.
  ' (6) If there is a vacancy for any cause, the appointing
authority shall make an appointment to become immediately
effective.
 
 
  ' (7) The committee shall meet at times and places specified by
the call of the chairperson or of a majority of the members of
the committee.
  ' (8) The committee may adopt rules necessary for the operation
of the committee.
  ' (9) The committee shall submit a report, and may include
recommendations for legislation, to an interim committee related
to emergency response as appropriate no later than October 1,
2009.
  ' (10) The Office of Emergency Management shall provide staff
support to the committee.
  ' (11) Members of the committee are not entitled to
compensation, but may be reimbursed for actual and necessary
travel and other expenses incurred by them in the performance of
their official duties in the manner and amounts provided for in
ORS 292.495. Claims for expenses shall be paid out of funds
appropriated to the office for that purpose.
  ' (12) All agencies of state government, as defined in ORS
174.111, are directed to assist the committee in the performance
of its duties and, to the extent permitted by laws relating to
confidentiality, to furnish information and advice as the members
of the committee consider necessary to perform their duties. + }
  '  { +  SECTION 4. + }  { + Section 3 of this 2007 Act is
repealed on the date of the convening of the next regular
biennial legislative session. + }
  '  { +  SECTION 5. + }  { + In addition to and not in lieu of
any other appropriation, there is appropriated to the Office of
Emergency Management for the biennium beginning July 1, 2007, out
of the General Fund, the amount of $___ for payment of costs to
implement sections 2 and 3 of this 2007 Act, including the costs
of one full-time equivalent (FTE) employee to staff the Critical
Infrastructure Information System and the Critical Infrastructure
Information System Advisory Committee. + }
  '  { +  SECTION 6. + }  { + This 2007 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2007 Act
takes effect on its passage. + } ' .
