                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Requires Department of Education to provide full-time
equivalent employee to administer talented and gifted program.
Directs department to establish six regional talented and gifted
planning centers.
  Requires school districts to submit written plan of instruction
for talented and gifted children to Superintendent of Public
Instruction for approval.
  Declares emergency, effective July 1, 2007.
 
                        A BILL FOR AN ACT
Relating to talented and gifted program; creating new provisions;
  amending ORS 343.397; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Sections 2 and 3 of this 2007 Act are added to
and made a part of ORS 343.391 to 343.413. + }
  SECTION 2.  { + The Department of Education shall employ at
least one full-time equivalent employee to administer, under the
direction of the Superintendent of Public Instruction, the
talented and gifted program under ORS 343.391 to 343.413. + }
  SECTION 3.  { + (1) The Department of Education shall establish
six regional talented and gifted planning centers. The centers
shall be located at community colleges or state institutions of
higher education listed in ORS 352.002.
  (2) Each center shall have a regional planning committee
appointed by the Superintendent of Public Instruction that
consists of representatives of teachers, school district
administrators, parents of talented and gifted students and
school district or school talented and gifted program
coordinators.
  (3) Each center shall provide materials for professional
development. + }
  SECTION 4. ORS 343.397 is amended to read:
  343.397.   { - Any - }  { +  A + } school district
 { - may - }  { +  shall + } submit to the Superintendent of
Public Instruction for approval a written plan of instruction for
talented and gifted children. The plan shall include, but not be
limited to:
  (1) A statement of school district policy on the education of
talented and gifted children;
 
  (2) An assessment of current special programs and services
provided by the district for talented and gifted children;
  (3) A statement of district goals for providing comprehensive
special programs and services and over what span of time the
goals will be achieved;
  (4) A description of the nature of the special programs and
services which will be provided to accomplish the goals; and
  (5) A plan for evaluating progress on the district plan
including each component program and service.
  SECTION 5.  { + The amendments to ORS 343.397 by section 4 of
this 2007 Act first apply to the 2007-2008 school year. + }
  SECTION 6.  { + This 2007 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2007 Act takes effect July 1,
2007. + }
