SUMMARY
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
Provides that Administrator of the Oregon Advocacy Commissions
Office be appointed by board consisting of chairpersons of
commissions served by office and Commissioner of the Bureau of
Labor and Industries. Provides that Oregon Advocacy Commissions
Office may utilize administrative assistance of Bureau of Labor
and Industries.
A BILL FOR AN ACT
Relating to the Oregon Advocacy Commissions Office; amending ORS
185.010 and 185.020; and repealing ORS 185.015.
Be It Enacted by the People of the State of Oregon:
SECTION 1. ORS 185.010 is amended to read:
185.010. (1) The Oregon Advocacy Commissions Office { - is
under the supervision and control of - } { + shall be staffed
by + } an administrator, who is responsible for the performance
of the duties, functions and powers of the office.
(2) { + A board consisting of the chairpersons of the
commissions served by the office and + } the { - Director of
the Oregon Department of Administrative Services - } { +
Commissioner of the Bureau of Labor and Industries + } shall
establish the qualifications for and appoint the Administrator of
the Oregon Advocacy Commissions Office. { - The Director of the
Oregon Department of Administrative Services shall consult with
the commissions served by the office before appointing the
Administrator of the Oregon Advocacy Commissions Office. - }
(3) The Administrator of the Oregon Advocacy Commissions Office
shall receive a salary as prescribed by law, or as prescribed by
the { - Director of the Oregon Department of Administrative
Services - } { + board described in subsection (2) of this
section + } if a salary is not prescribed by law.
(4) The Administrator of the Oregon Advocacy Commissions Office
is in the unclassified service.
(5) The Administrator of the Oregon Advocacy Commissions Office
shall provide each commission served by the office with the
administrative support needed by the commission to carry out the
statutory duties of the commission. Subject to any applicable
provisions of the State Personnel Relations Law, the
administrator shall employ all persons necessary for the
operation of the office, prescribe the duties of those employees
and establish the compensation payable to those employees.
SECTION 2. ORS 185.020 is amended to read:
185.020. In performing powers and duties under ORS 185.005 to
185.025, the Oregon Advocacy Commissions Office may utilize the
administrative assistance of the { - Oregon Department of
Administrative Services - } { + Bureau of Labor and
Industries + }. The office shall pay to the { - department - }
{ + bureau + } a proportionate share of the cost of such
administrative services, such share to be fixed by biennial
negotiation between the office and the
{ - department - } { + bureau + }.
SECTION 3. { + ORS 185.015 is repealed. + }
