  On page 1 of the printed A-engrossed bill, line 2, delete the
first 'and'.
  In line 3, after '390.111' insert '; and limiting
expenditures'.
  On page 4, after line 41, insert:
  '  { +  SECTION 13. + }  { + Notwithstanding any other law
limiting expenditures, the limitation on expenditures established
by section 2 (4), chapter ___, Oregon Laws 2007 (Enrolled Senate
Bill 5530), for the biennium beginning July 1, 2007, as the
maximum limit for payment of expenses from lottery funds
allocated from the Parks and Natural Resources Fund to the State
Parks and Recreation Department, is increased by $862,894 for the
purpose of operating and maintaining the State Capitol State
Park. + }
  '  { +  SECTION 14. + }  { + Notwithstanding any other law
limiting expenditures, the limitation on expenditures established
by section 2 (3), chapter 73, Oregon Laws 2007 (Enrolled Senate
Bill 5502), for the biennium beginning July 1, 2007, as the
maximum limit for payment of expenses from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, collected or received by the Oregon
Department of Administrative Services, is decreased by
