                             AN ACT
 
 
Relating to financial administration of legislative branch
  agencies; appropriating money; limiting expenditures; and
  declaring an emergency.
 
Be It Enacted by the People of the State of Oregon:
 
  SECTION 1.  { + There are appropriated to the Legislative
Administration Committee, for the biennium beginning July 1,
2007, out of the General Fund, the following amounts for payment
of the expenses of the Legislative Administration Committee for
the following purposes: + }

  SECTION 2.  { + Notwithstanding any other law limiting
expenditures, the amount of $3,150,341 is established for the
biennium beginning July 1, 2007, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Legislative Administration
Committee. + }
  SECTION 3.  { + For the biennium beginning July 1, 2007,
expenditures by the Legislative Administration Committee from the
Stores Revolving Account and the Property and Supplies Stores
Account established by ORS 173.790 are not limited. + }
  SECTION 4.  { + There is appropriated to the Legislative
Assembly, for the biennium beginning July 1, 2007, out of the
General Fund, the amount of $11,182,173 for payment of the
expenses of the following offices:
  (1) The offices of the President of the Senate and the Speaker
of the House of Representatives;

  (2) The majority and minority offices of the Senate and of the
House of Representatives; and
  (3) The offices of the Secretary of the Senate and the Chief
Clerk of the House of Representatives. + }
  SECTION 5.  { + (1) There is appropriated to the Legislative
Assembly, for the biennium beginning July 1, 2007, out of the
General Fund, the amount of $14,803,583 for payment of the
expenses of members of the Seventy-fourth Legislative Assembly of
the State of Oregon.
  (2) There is appropriated to the Legislative Assembly, for the
biennium beginning July 1, 2007, out of the General Fund, the
amount of $7,672,848 for payment of the expenses of members of
the Seventy-fifth Legislative Assembly of the State of
Oregon. + }
  SECTION 6.  { + In addition to and not in lieu of any other
appropriation, including the appropriations made by sections 4
and 5 (1) of this 2007 Act, any difference between the amount
appropriated by section 5 (1), chapter 714, Oregon Laws 2005, and
the amount actually expended within the appropriation on or
before June 30, 2007, is considered an appropriation for payment
of expenses of the Seventy-fourth Legislative Assembly of the
State of Oregon. + }
  SECTION 7.  { + Notwithstanding any other law limiting
expenditures, the amount of $202,969 is established for the
biennium beginning July 1, 2007, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Legislative Assembly of the
State of Oregon. + }
  SECTION 8.  { + For the biennium beginning July 1, 2007,
expenditures by the Legislative Administration Committee from the
Lounge Revolving Account established by ORS 171.117 for the costs
of food served in members' lounges and reimbursed through
receipts on the basis of sales or by payroll deductions from
members are not limited. + }
  SECTION 9.  { + There is appropriated to the Legislative
Counsel Committee, for the biennium beginning July 1, 2007, out
of the General Fund, the amount of $8,666,603. + }
  SECTION 10.  { + Notwithstanding any other law limiting
expenditures, the amount of $1,272,873 is established for the
biennium beginning July 1, 2007, as the maximum limit for payment
of expenses by the Legislative Counsel Committee from the ORS
Revolving Account established by ORS 171.305 for personnel costs
connected with the editing of the Oregon Revised Statutes. + }
  SECTION 11.  { + Notwithstanding any other law limiting
expenditures, the amount of $148,399 is established for the
biennium beginning July 1, 2007, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Legislative Counsel Committee
from state agencies or other offices for bill drafting and any
other legal services authorized or required by law to be rendered
by the Legislative Counsel Committee, including duties under ORS
183.710 to 183.725 provided pursuant to policies established by
the Legislative Counsel Committee. + }
  SECTION 12.  { + For the biennium beginning July 1, 2007,
expenditures by the Legislative Counsel Committee from the ORS
Revolving Account established by ORS 171.305 and from the
Legislative Publications Account established by ORS 171.245, for
services and supplies connected with printing and distributing

legislative publications and the Oregon Revised Statutes, are not
limited. + }
  SECTION 13.  { + There is appropriated to the Legislative
Fiscal Officer, for the biennium beginning July 1, 2007, out of
the General Fund, the amount of $5,776,393. + }
  SECTION 14.  { + There is appropriated to the Legislative
Revenue Officer, for the biennium beginning July 1, 2007, out of
the General Fund, the amount of $1,835,130. + }
  SECTION 15.  { + There is appropriated to the Commission on
Indian Services, for the biennium beginning July 1, 2007, out of
the General Fund, the amount of $368,382. + }
  SECTION 16.  { + Notwithstanding any other law limiting
expenditures, the amount of $6,109 is established for the
biennium beginning July 1, 2007, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Commission on Indian
Services. + }
  SECTION 17.  { + This 2007 Act being necessary for the
immediate preservation of the public peace, health and safety, an
emergency is declared to exist, and this 2007 Act takes effect
July 1, 2007. + }
