services specified in section 1 (5), chapter 718, Oregon Laws
2005, as modified by Emergency Board action, is reduced by
$636,000.
  ' (3) The limitation on expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds for the Office of Emergency Management,
State Fire Marshal and criminal justice services, established by
section 2 (5), chapter 718, Oregon Laws 2005, as modified by
Emergency Board action, is increased by $988,300. + } ' .
