funds and federal funds, collected or received by department.
  Limits biennial expenditures by department from federal funds.

                        A BILL FOR AN ACT
Relating to financial administration of the Department of Public
  Safety Standards and Training; appropriating money; limiting
  expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There is appropriated to the Department of
Public Safety Standards and Training, for the biennium beginning
July 1, 2007, out of the General Fund, the amount of $11,150,003
for debt service. + }
  SECTION 2.  { + Notwithstanding any other law limiting
expenditures, the following amounts are established for the
biennium beginning July 1, 2007, as the maximum limits for
payment of expenses from fees, moneys or other revenues,
including Miscellaneous Receipts, but excluding lottery funds and
federal funds, collected or received by the Department of Public
Safety Standards and Training, for the following purposes: + }

  SECTION 3.  { + Notwithstanding any other law limiting
expenditures, the amount of $54,635 is established for the
biennium beginning July 1, 2007, as the maximum limit for payment
of expenses from federal funds collected or received by the
Department of Public Safety Standards and Training. + }
  SECTION 4.  { + Notwithstanding any other law limiting
expenditures for the payment of expenses of the Department of
Public Safety Standards and Training from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, for the biennium ending June 30, 2007,
the limitation on expenditures for debt service established by
section 2 (2), chapter 712, Oregon Laws 2005, as modified by
Emergency Board action, is increased by $35,016. + }
  SECTION 5.  { + This 2007 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2007 Act takes effect on its
passage. + }
