A BILL FOR AN ACT
Relating to state financial administration; limiting
expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) Notwithstanding any other law limiting
expenditures of the Oregon Military Department for the payment of
expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, for the six-year period beginning July 1, 2005, the
limitation on expenditures for the Mail Distribution Center
established by section 1 (2), chapter 767, Oregon Laws 2005, as
modified by Emergency Board action, is decreased by $2,000,000.
(2) Notwithstanding any other law limiting expenditures of the
Oregon Military Department for the payment of expenses from
federal funds, for the six-year period beginning July 1, 2005,
the limitation on expenditures for the Mail Distribution Center
established by section 2 (3), chapter 767, Oregon Laws 2005, as
modified by Emergency Board action, is decreased by $750,000. + }
SECTION 2. { + Notwithstanding any other law limiting
expenditures, the amount of $4,100,000 is established for the
six-year period beginning July 1, 2005, as the maximum limit for
payment of expenses for the design and renovation of the Eugene
State Office Building from fees, moneys or other revenues,
including Miscellaneous Receipts, but excluding lottery funds and
federal funds, collected or received by the Oregon Department of
Administrative Services. + }
SECTION 3. { + The project approval and expenditure limitation
in section 2 of this 2007 Act expire on June 30, 2011, unless
changed by the Legislative Assembly. + }
SECTION 4. { + The expiration date of the project approval and
expenditure limitation approved by the Legislative Assembly for
the Department of Public Safety Standards and Training for a
training academy in Salem is extended to June 30, 2008. + }
SECTION 5. { + This 2007 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2007 Act takes effect on its
passage. + }
