brief statement of the essential features of the measure as
introduced.
 
  In memoriam: Carl F. Flipper III, 1948-2006.
 
                      CONCURRENT RESOLUTION
  Whereas Carl F. Flipper III, a longtime activist in North
Portland's Humboldt neighborhood, passed away on November 24,
2006, from complications of multiple myeloma; and
  Whereas Carl F. Flipper III earned a B.A. in economics from
Sangamon State University and an M.B.A. in marketing and finance
from the University of Illinois and, after graduating, taught
business courses part-time at Concordia University, Portland
State University and Portland Community College; and
  Whereas Carl F. Flipper III moved to Portland from Lewiston,
Idaho, in 1991, where he served at Lewis & Clark College as
director of the Business Development Center and as an assistant
professor of business; and
  Whereas Carl F. Flipper III also served as assistant to the
Vice President of Business and Administrative Services at
Sangamon State University for four years; and
  Whereas from 1997 through 2000 Carl F. Flipper III was a trade
and economic advisor for the State of Oregon, creating
opportunities for cultural exchange, trade and tourism with
Africa; and
  Whereas Carl F. Flipper III was greatly involved in and
enriched his community by serving as president of the Buffalo
Soldiers Historical Society, president of the Oregon Enterprise
Forum, president of the National Association for the Advancement
of Colored People's Portland chapter and chair of the Troop
Committee with Boy Scout Troop 10; and
  Whereas Carl F. Flipper III was actively involved with the
United States of America Republic of South Africa, an
organization that promotes economic, education and cultural
bridges between Oregon and Western Cape, South Africa; and
  Whereas Carl F. Flipper III was also actively involved with
Oregon Public Broadcasting and the Portland Baseball Group; and
  Whereas Carl F. Flipper III was a part of the Oregon Native
American Business and Entrepreneurial Network through serving as
one of its consultants; and
  Whereas Carl F. Flipper III was the great grandson of the
brother of Henry O. Flipper, the first African-American to
graduate from West Point; and
 
  Whereas Henry O. Flipper was assigned to the 10th Cavalry and
became the first African-American officer to command Buffalo
Soldiers; and
  Whereas Carl F. Flipper III represented the Flipper family in
memorializing Henry O. Flipper and celebrating his achievements
throughout his life; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  That we, the members of the Seventy-fourth Legislative
Assembly, urge all Oregonians to commemorate Carl F. Flipper III
for his great achievements throughout his life as an individual
who dedicated his life to the memory of his granduncle, to
helping others and to human rights.
