                             SUMMARY

consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Urges Congress to continue to fund housing restoration at
Celilo Village until completion.
 
                         JOINT MEMORIAL
To the President of the United States, the Senate and the House
  of Representatives of the United States of America, in Congress
  assembled, the Secretary of the United States Department of the
  Interior and the commanding officer of the United States Army
  Corps of Engineers:
  We, your memorialists, the Seventy-fourth Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas members of the Wyampum people have lived at Celilo
Falls, or Wyam, for at least 11 millennia and remain there
despite repeated attempts of the United States to remove them
from their home; and
  Whereas the Wyampum people have endured great hardships
resulting from the flooding of Celilo Falls by The Dalles Dam,
the immense reduction in salmon in their fishing grounds and the
lack of services for their community; and
  Whereas Celilo Village lies on federal land set aside for
native fishing and to provide some relief for the great loss
suffered as a result of the flooding of Celilo Falls; and
  Whereas Congress has recognized the dire need of the residents
of Celilo Village for housing and has appropriated funds for the
last three years for the Celilo Village Housing Restoration
Project; and
  Whereas the housing restoration work at Celilo Village is only
partly completed and any cut in funding will result in great
hardship for the Wyampum people as they have been temporarily
relocated to allow the construction to be completed; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) The Congress of the United States of America is
respectfully urged to appropriate adequate funding for completion
of the Celilo Village Housing Restoration Project.
  (2) A copy of this memorial shall be sent to the President of
the United States, the Secretary of the United States Department
of the Interior, the commanding officer of the United States Army
 
Corps of Engineers and to each member of the Oregon Congressional
Delegation.
