To the President of the United States and the Senate and the
  House of Representatives of the United States of America, in
  Congress assembled:
  We, your memorialists, the Seventy-fourth Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas the people of the United States depend upon the Armed
Forces of the United States to secure freedom through rigorous
defense of the air, land, and seas; and
  Whereas the Armed Forces of the United States depend upon the
National Guard and the National Guard Reserve to fight and win
wars; and
  Whereas the United States was founded on the premise of the
citizen soldier as the primary form of defense; and
  Whereas the National Guard has demonstrated its valuable
wartime skills and training when called into service of the state
for natural disasters and in homeland defense; and
  Whereas the Armed Forces of the United States provide for an
orderly four- to six-month predeployment 'train-up' mobilization
schedule designed to prepare National Guard and National Guard
Reservists for the rigors and complexities of the war in Iraq;
and
  Whereas the Armed Forces of the United States make inadequate
provision for the transition of National Guard and National Guard
Reservists from active duty service to civilian life, allowing
only about 10 days; and
  Whereas the Armed Forces of the United States are calling upon
the National Guard and National Guard Reserve to perform more
duties, and for longer periods of time, than has been the case
since World War II; and
  Whereas the Armed Forces of the United States continue to rely
upon National Guard and National Guard Reservists to voluntarily
leave friends, family and living wage jobs to serve the needs of
our nation, our state and our communities; now, therefore,
 
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
 
  That we, the members of the Seventy-fourth Legislative
Assembly, respectfully urge the Congress of the United States to
pass legislation and appropriate funds for an orderly transition
for National Guard and National Guard Reservists to civilian life
following active service; and be it further
  Resolved, That we, the members of the Seventy-fourth
Legislative Assembly, respectfully urge the Congress of the
United States to pass legislation requiring the United States
Secretary of Defense, working with the Adjutants General of the
several states, to develop a coordinated, orderly transition
program and to fund that program from accounts held in arrears
for post-deployment unemployment benefits; and be it further

  Resolved, That a copy of this memorial shall be sent to the
President of the United States, to the Senate Majority Leader, to
the Speaker of the House of Representatives and to each member of
the Oregon Congressional Delegation.
