                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Urges Congress to pass legislation requiring that for every 100
personnel added to active duty component of Armed Forces of the
United States, 33 shall be added to National Guard.
 
                         JOINT MEMORIAL
To the President of the United States and the Senate and the
  House of Representatives of the United States of America, in
  Congress assembled:
  We, your memorialists, the Seventy-fourth Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas the Armed Forces of the United States have been engaged
in major combat operations for over five years without a
significant increase in active duty personnel; and
  Whereas the Armed Forces of the United States are now dependent
upon a ready, capable and trained National Guard more than at any
other time in this country's history; and
  Whereas the United States Department of Defense in recent years
has attempted to reduce the size of the National Guard to support
simultaneous increases in the number of active duty personnel in
the Armed Forces of the United States; and
  Whereas the Armed Forces of the United States are currently
executing an active duty force structure increase to meet the
continuing needs of combat operations in Afghanistan and Iraq;
and
  Whereas reductions in the size of the National Guard are a
hardship on every state in this country; and
  Whereas Oregon and every other state in this country are
dependent upon a ready, capable and trained National Guard for
responses to terrorism, disasters and emergencies; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  That we, the members of the Seventy-fourth Legislative
Assembly, respectfully urge the Congress of the United States to
pass legislation requiring that for every 100 personnel added to
the active duty component of the Armed Forces of the United
States, 33 personnel shall be added to the National Guard; and be
it further
  Resolved, That a copy of this memorial shall be sent to the
President of the United States, to the Senate Majority Leader, to
the Speaker of the House of Representatives and to each member of
the Oregon Congressional Delegation.
