                             SUMMARY

  Urges Congress to reauthorize Oregon State Children's Health
Insurance Program.
 
                         JOINT MEMORIAL
To the President of the United States and the Senate and the
  House of Representatives of the United States of America, in
  Congress assembled:
  We, your memorialists, the Seventy-fourth Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas the health of Oregon's children is of paramount
importance to families in this state; and
  Whereas poor child health is a threat to educational
achievement and the social and psychological well-being of
Oregon's children; and
  Whereas protecting the health of Oregon's children is essential
to maintaining the quality of life in this state; and
  Whereas the Oregon State Children's Health Insurance Program,
first funded in 1997 by the Sixty-ninth Legislative Assembly, is
an integral part of the plans for providing health benefits for
Oregon's children; and
  Whereas the Legislative Assembly recognizes the value of the
Oregon State Children's Health Insurance Program in preserving
child wellness, preventing and treating childhood disease,
improving health outcomes and reducing overall health costs; and
  Whereas the Legislative Assembly considers the federal funds
available for the Oregon State Children's Health Insurance
Program to be indispensable to providing health benefits for
children in families of modest means; and
  Whereas the State of Oregon is now permitted to carry forward
to future fiscal years unexpended federal funds that it receives
for the Oregon State Children's Health Insurance Program; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) The Congress of the United States is respectfully urged to
timely reauthorize the Oregon State Children's Health Insurance
 
Program so as to ensure continued federal funding for the
program.
  (2) The Congress of the United States is respectfully urged to
reauthorize the Oregon State Children's Health Insurance Program
in a manner that will permit the State of Oregon to continue to
carry forward to future fiscal years unexpended federal funds
that it receives for the Oregon State Children's Health Insurance
Program.
  (3) A copy of this memorial shall be sent to the President of
the United States and to each member of the Oregon Congressional
Delegation.
