                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Requires Legislative Administration Committee to establish and
administer voluntary drug testing program for members of
Legislative Assembly. Provides that participation in drug testing
program is at discretion of member and is not requirement for
service in Legislative Assembly. Requires committee to provide
procedural safeguards and standards. Makes program available to
employees of Legislative Assembly.
 
                        JOINT RESOLUTION
  Whereas illegal drug use and abuse has permeated our state and
nation in epidemic proportions, crossing economic, religious, age
and ethnic barriers; and
  Whereas the Seventy-third Legislative Assembly took steps to
make it more difficult to manufacture methamphetamine; and
  Whereas further and more aggressive steps must be taken to
address illegal drug use; and
  Whereas, until this epidemic is reduced, the cost of state
spending for human services, corrections and families will remain
out of control; and
  Whereas, as members of the Legislative Assembly, we are willing
to set an example, as all officials and government leaders
should, by participating in voluntary drug tests; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) The Legislative Administration Committee shall establish
and administer by rule a program for voluntary drug testing of
members of the Legislative Assembly.
  (2) The decision to participate in the voluntary drug testing
program is at the discretion of the member and is not a
requirement for service in the Legislative Assembly.
  (3) The costs of drug testing shall be paid out of funds
appropriated to the Legislative Assembly for that purpose.
  (4) The committee shall provide procedural safeguards to ensure
the protection of constitutional rights of the participants and
provide that the drug testing is done by a licensed clinical
laboratory in this state.
  (5) The committee shall set standards governing all aspects of
the drug testing process.
  (6) The committee shall make the voluntary drug testing program
available to all employees of the Legislative Assembly.
  (7) The Legislative Administrator shall prepare a written
statistical report on the program and submit the report to the
President of the Senate and the Speaker of the House of
Representatives on or before January 15 of each odd-numbered
year.
