  Whereas Oregon is facing a continuing increase in population;
and
  Whereas Oregon's population will become increasingly older,
resulting in Oregon's becoming the state with the fourth oldest
population in the union; and
  Whereas the Oregon health care workforce is critical to the
state's economy; and
  Whereas the Oregon health care workforce itself is aging; and
  Whereas Oregon is facing an immediate and long-term critical
shortage in the state's public and private health care workforce;
and
  Whereas focused efforts by organizations such as the Oregon
Nursing Leadership Council, the Oregon Center for Nursing, the
Community College Healthcare Action Plan, the Oregon Simulation
Alliance, the Oregon Healthcare Workforce Institute, the Oregon
Health Career Center, the Oregon Workforce Investment Board and
local workforce investment boards throughout the state have
resulted in significant improvements to Oregon's health care
workforce; and
  Whereas there has been a rich diversity of approaches across
Oregon to address critical local and regional health care
workforce shortages; and
  Whereas the Oregon Healthcare Workforce Institute has been
formed as a public-private partnership to coordinate efforts
across the state with its many partners to address health care
workforce issues; now, therefore,
 
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
 
  That we, the members of the Seventy-fourth Legislative
Assembly:
  (1) Embrace and support targeted investments in health care
educational programs;
  (2) Recognize and support the leadership role of the Oregon
Healthcare Workforce Institute and the Oregon Center for Nursing;
  (3) Encourage local and regional workforce boards to work with
public and private partners to address local and regional health
care workforce challenges targeted to addressing occupational
shortages;
  (4) Encourage access by Temporary Assistance for Needy Families
and other public program participants to entry-level health care
jobs that can lead to health care careers; and

  (5) Recognize the importance of growing Oregon's health care
workforce as a foundation for sound economic and health care
access policy.
