                             AN ACT
 
 
Relating to documents issued by Department of Transportation; and
  declaring an emergency.
 
Be It Enacted by the People of the State of Oregon:
 
  SECTION 1.  { + No later than January 31, 2009, the Department
of Transportation shall report to the Seventy-fifth Legislative
Assembly in the manner provided by ORS 192.245 on the
implementation of chapter 1, Oregon Laws 2008 (Enrolled Senate
Bill 1080). + }
  SECTION 2. { +  (1) The Department of Transportation shall
prepare and submit an annual report to each regular session of
the Legislative Assembly and to the appropriate interim
committees of the Legislative Assembly. The report shall describe
the effects of the implementation of chapter 1, Oregon Laws 2008
(Enrolled Senate Bill 1080), by including data and analysis on:
  (a) The fiscal impact of chapter 1, Oregon Laws 2008 (Enrolled
Senate Bill 1080).
  (b) Changes in the rates of uninsured drivers in Oregon.
  (c) Changes in the rates of unlicensed drivers in Oregon.
  (d) Changes in the number of accidents occurring in Oregon,
particularly accidents that involve:
  (A) Injuries or fatalities when an uninsured or unlicensed
driver is involved; and
  (B) Multiple-passenger accidents related to the transportation
of laborers.
  (e) Any trends in the information described in paragraphs (a)
to (d) of this subsection, as compared to previous reports.
  (2) Reports under this section shall be made in the manner
provided by ORS 192.245. + }
  SECTION 3.  { + Section 2 of this 2008 Act becomes operative on
January 2, 2010. + }
  SECTION 4.  { + Section 2 of this 2008 Act is repealed on
January 2, 2014. + }
  SECTION 5.  { + This 2008 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2008 Act takes effect on its
passage. + }
