brief statement of the essential features of the measure as
introduced.
 
  Urges designation of Silver Falls State Park as national park.
 
                         JOINT MEMORIAL
To the President of the United States and the Senate and the
  House of Representatives of the United States of America, in
  Congress assembled, and the Secretary of the United States
  Department of the Interior:
  We, your memorialists, the Seventy-fourth Legislative Assembly
of the State of Oregon, in special legislative session assembled,
respectfully represent as follows:
  Whereas nestled in the lower elevation of Oregon's Cascade
Mountains lies a temperate rain forest in which Silver Falls
State Park is located; and
  Whereas Silver Falls State Park spans more than 8,700 acres and
boasts more than 22 miles of trails; and
  Whereas Silver Falls State Park contains the Trail of Ten Falls
(Canyon Trail) that is a nationally recognized trail system that
leads hikers along the banks of the north and south forks of
Silver Creek; and
  Whereas the trail takes hikers past 10 majestic waterfalls,
ranging from the 177-foot tall South Falls to the 27-foot tall
Drake Falls, with four of the 10 falls having an
amphitheater-like surrounding that allows hikers to walk behind
the falls and feel the misty, crisp spray; and
  Whereas the Oregon Cascades Birding Trail winds through Silver
Falls State Park, allowing birders to watch lowland old growth
conifer forest species such as grouse, woodpeckers, sapsuckers,
tanagers, thrushes and a variety of owls; and
  Whereas Silver Falls State Park has an abundance of wildlife,
from chipmunks to bears to mountain lions; and
  Whereas Crater Lake National Park is Oregon's only national
park despite Oregon's hundreds of miles of rugged, scenic
coastline, majestic mountains, deserts and old growth forests;
and
  Whereas the mission of the National Park Service is to preserve
unimpaired the natural and cultural resources and values of the
national park system for the enjoyment, education and inspiration
of this generation and future generations; now, therefore,
 
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  That the Congress of the United States is urged to pass, and
the President of the United States is urged to sign, legislation
making Silver Falls State Park a national park and adding it to
the national park system; and be it further
  Resolved, That a copy of this memorial shall be sent to the
President of the United States, to each member of the Oregon
Congressional Delegation and to the Secretary of the United
States Department of the Interior.
