AN ACT
HB 2408
Relating to commuter rail.
Be It Enacted by the People of the State of Oregon:
SECTION 1. (1) The Department of Transportation shall make a report regarding the capacity, availability and efficiency of rail transportation in this state. The department shall include in its report findings related to extending the Westside Express Service to Salem. No later than October 1, 2010, the department shall issue its report to:
(a) The Representative of the Fifth Congressional District of Oregon or the Representative’s designee.
(b) The president of Portland and Western Railroad or the president’s designee.
(c) The president of Burlington Northern Santa Fe Railway or the president’s designee.
(d) The general manager of the Tri-County Metropolitan Transportation District of Oregon or the general manager’s designee.
(e) The board of directors for the Salem Area Mass Transit District.
(f) The Washington County Board of Commissioners.
(g) The Clackamas County Board of Commissioners.
(h) The Marion County Board of Commissioners.
(i) The mayor of Beaverton or the mayor’s designee.
(j) The mayor of Donald or the mayor’s designee.
(k) The mayor of Keizer or the mayor’s designee.
(L) The mayor of Salem or the mayor’s designee.
(m) The mayor of Wilsonville or the mayor’s designee.
(n) The mayor of Woodburn or the mayor’s designee.
(o) An interim committee of the Legislative Assembly related to transportation.
(p) An interim committee of the Legislative Assembly related to sustainability and economic development.
(2) Any person who receives a report pursuant to subsection (1) of this section may submit a response to the report to the interim committee of the Legislative Assembly related to sustainability and economic development that receives the report. A response submitted under this subsection may:
(a) Evaluate the report;
(b) Identify additional actions that are necessary for extending the Westside Express Service to Salem; and
(c) Identify areas of potential action by and cooperation between the public and private entities that received the report to facilitate extending the Westside Express Service to Salem.
