Chapter 727 Oregon Laws 2009
AN ACT
SB 5511
Relating to financial administration of the Department of Community Colleges and Workforce Development; appropriating money; limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. There are appropriated to the Department of Community Colleges and Workforce Development, for the biennium beginning July 1, 2009, out of the General Fund, the following amounts for the following purposes:
(1) Operations....................................... $ 3,993,769
(2) Community College Support Fund
for distribution to community
college districts and community
college service districts.................... $ 450,500,000
(3) Targeted education and
workforce programs...................... $ 1,932,014
(4) Debt service on the outstanding
general obligation bonds sold
pursuant to Article XI-G
of the Oregon Constitution............ $ 7,974,203
SECTION 2. Notwithstanding any other law limiting expenditures, the following amounts are established for the biennium beginning July 1, 2009, as the maximum limits for payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds, federal funds and those funds described in section 6 of this 2009 Act, collected or received by the Department of Community Colleges and Workforce Development, for the following purposes:
(1) Department of Community
Colleges and Workforce

(2) Oregon Youth Conservation
Corps............................................... $ 2,744,510
(3) Debt service..................................... $ 2,764,688
SECTION 3. Notwithstanding any other law limiting expenditures, the amount of $152,561,380 is established for the biennium beginning July 1, 2009, as the maximum limit for payment of expenses from federal funds other than those described in section 4 or 5 of this 2009 Act collected or received by the Department of Community Colleges and Workforce Development.
SECTION 4. Notwithstanding any other law limiting expenditures, the amount of $5,600,000 is established for the biennium beginning July 1, 2009, as the maximum limit for payment of expenses from federal funds other than those described in section 5 of this 2009 Act, collected or received by the Department of Community Colleges and Workforce Development for the Oregon Youth Conservation Corps.
SECTION 5. For the biennium beginning July 1, 2009, expenditures by the Department of Community Colleges and Workforce Development for payments to individuals, organizations or units of government from federal National Emergency Grant funds are not limited.
SECTION 6. Notwithstanding any other law limiting expenditures, the amount of $25,308 is established for the biennium beginning July 1, 2009, as the maximum limit for payment of expenses by the Department of Community Colleges and Workforce Development from moneys received from the Western Oregon Timber Severance Tax Fund and the Eastern Oregon Timber Severance Tax Fund for the Community College Support Fund.
SECTION 7. Notwithstanding any other law limiting expenditures, the amount of $7,911,324 is established for the biennium beginning July 1, 2009, as the maximum limit for payment of expenses by the Department of Community Colleges and Workforce Development from lottery moneys allocated from the Administrative Services Economic Development Fund to the department for debt service on lottery bonds.
SECTION 8. This 2009 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2009 Act takes effect July 1, 2009.
