Relating to energy.

Be It Enacted by the People of the State of Oregon:

SECTION 1. (1) The State Department of Energy, in consultation with the Public Utility Commission and the Economic and Community Development Department, shall prepare an analysis of the financial aspects of representative projects as determined by the State Department of Energy for wind energy facilities and conservation projects that are certified for the receipt of tax credits under ORS 469.185 to 469.225, including capital invested, federal and state tax incentives received, revenues and costs, and return on investment. The purpose of the analysis will be to determine the extent to which each facility depends on state tax incentives for initial investment and continued operation.

          (2) The State Department of Energy shall report to the Legislative Assembly prior to February 1, 2011, on the results of the analysis.
