                             SUMMARY

brief statement of the essential features of the measure as

  Requires Oregon Department of Administrative Services to
collect surcharge from state agencies to pay for services that
Department of Human Services provides through Oregon Deaf and
Hard-of-Hearing Services Program.
 
                        A BILL FOR AN ACT
Relating to surcharge for Oregon Deaf and Hard-of-Hearing
  Services Program.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) Except as provided in subsection (2) of
this section, the Oregon Department of Administrative Services
shall collect from each state agency, as defined in ORS 291.002,
a surcharge per full-time equivalent budgeted position in the
agency. The department shall determine the amount of the
surcharge. All moneys collected under this section shall be
deposited in the Oregon Department of Administrative Services
Operating Fund. Notwithstanding ORS 283.110, the department shall
credit to the Department of Human Services all moneys collected
under this section, for the purpose of enabling the Department of
Human Services to provide services under ORS 410.740 to other
state agencies or to members of the public.
  (2) The Oregon Department of Administrative Services may not
impose the surcharge described in subsection (1) of this section
upon a semi-independent state agency listed in ORS 182.454. The
Department of Human Services may contract with a semi-independent
state agency, in accordance with ORS 283.110, for payment for
services described in ORS 410.740 that the department provides to
the agency or to members of the public on behalf of the
agency. + }
