                             SUMMARY

brief statement of the essential features of the measure as

  Authorizes Oregon Transportation Commission to adopt rules
governing activities in state highway rights of way, roadside
rest areas and scenic overlooks.
  Punishes violation of rules by maximum fine of $360.
 
                        A BILL FOR AN ACT
Relating to regulation of activities in the state highway rights
  of way.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Sections 2 and 3 of this 2009 Act are added to
and made a part of ORS chapter 366. + }
  SECTION 2. The Oregon Transportation Commission may adopt rules
governing activities in the state highway rights of way, roadside
rest areas and scenic overlooks under the jurisdiction of the
Department of Transportation.
  SECTION 3.  { + Subject to ORS 153.022, a person who violates
any rule adopted by the Oregon Transportation Commission
governing activities in state highway rights of way, roadside
rest areas or scenic overlooks commits a Class B violation. + }
