  In line 2 of the printed bill, delete 'and' and after '
432.312' insert '; and declaring an emergency'.
  In line 14, delete 'January 1, 2010' and insert 'the effective
date of this 2009 Act'.
  After line 14, insert:
  '  { +  SECTION 3. + }  { + This 2009 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2009 Act
takes effect on its passage. + } ' .
