  Appropriates moneys from General Fund to Housing and Community
Services Department for biennial expenses related to financing of
manufactured dwelling park purchases by or on behalf of tenants
that are persons or families with lower income.
  Declares emergency, effective July 1, 2009.
 
                        A BILL FOR AN ACT
Relating to the financial administration of the Housing and
  Community Services Department; appropriating money; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Housing and Community
Services Department, for the biennium beginning July 1, 2009, out
of the General Fund, the amount of $10,216,000, which may be
expended for the purpose of providing temporary or long-term
assistance in the financing of manufactured dwelling park
purchases by tenants that are persons or families of lower income
or by organizations representing or working on behalf of tenants
that are persons or families of lower income. + }
  SECTION 2.  { + This 2009 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2009 Act takes effect July 1,
2009. + }
