Requires Department of State Police to establish base pay for
troopers no later than January 1, 2015.
A BILL FOR AN ACT
Relating to base pay for Oregon State Police troopers.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) The Department of State Police shall
establish a base pay for troopers that equals or exceeds the
average of the base pay for city police officers employed by the
five most populous cities in the state. The base pay for a
trooper must reflect the number of years the trooper has been
employed by the department as a trooper.
(2) The department shall establish the base pay level for each
year of employment as a trooper by:
(a) Adding the base pay for city police officers having the
specific number of years of employment from each city described
in subsection (1) of this section and dividing the result by
five; and
(b) Setting the base pay of troopers who have the specific
number of years of employment to equal or exceed the figure
calculated for that specific number of years of employment under
paragraph (a) of this subsection.
(3) In making the calculation under subsection (2) of this
section, the department shall include longevity pay and employer
contributions to retirement plans, but may not include bonus pay
that a city police officer or trooper receives:
(a) Due to the nature of an assignment or possession of certain
skills; or
(b) For working certain shifts or engaging in certain extra
activities.
(4) The department may give other forms of direct and indirect
compensation in addition to base pay.
(5) The department shall recalculate the base pay for troopers
annually on July 2. + }
SECTION 2. { + (1) The Department of State Police shall
establish the base pay described in section 1 of this 2009 Act no
later than January 1, 2015.
(2) Section 1 (5) of this 2009 Act applies to each year after
the department has established a base pay under section 1 of this
2009 Act. + }
