  Clarifies use of moneys collected by metropolitan service
district from service or user fees for solid waste disposal.
 
                        A BILL FOR AN ACT
Relating to solid waste disposal; creating new provisions; and
  amending ORS 459.335.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. ORS 459.335 is amended to read:
  459.335. Notwithstanding any other provision of ORS 268.330,
the metropolitan service district shall use moneys collected by
the district as service or user fees for solid waste disposal
for { + :
  (1) + } Activities of the metropolitan service district related
to solid waste { + , including but not limited to activities for
reducing the environmental impact from the generation,
collection, transportation, processing and disposal of solid
waste and mitigating greenhouse gas emissions caused by the
generation, collection, transportation, processing and disposal
of solid waste; + } and
   { +  (2) + } Related planning, administrative and overhead
costs of the district.
  SECTION 2.  { + The amendments to ORS 459.335 by section 1 of
this 2009 Act apply to moneys collected by the district as
service or user fees for solid waste disposal before, on or after
the effective date of this 2009 Act. + }
