Creates Career and Technical Education Collaboration Task Force
for purpose of developing plan to increase collaboration among,
and developing partnerships between, kindergarten through grade
12 schools, community colleges, labor, business and industry in
relation to career and technical education.
Declares emergency, effective on passage.
A BILL FOR AN ACT
Relating to education collaboration; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) The Career and Technical Education
Collaboration Task Force is created. The purpose of the task
force is to develop a plan to increase collaboration and develop
partnerships among kindergarten through grade 12 schools,
community colleges, labor, business and industry in relation to
career and technical education.
(2) The task force consists of 12 members appointed as follows:
(a) The President of the Senate shall appoint one member from
among members of the Senate.
(b) The Speaker of the House of Representatives shall appoint
one member from among members of the House of Representatives.
(c) The Governor shall appoint:
(A) One member who is a teacher or administrator at a school
that teaches any grade from kindergarten through grade 12.
(B) One member who is a teacher or administrator at a community
college.
(C) One member who represents labor.
(D) One member who represents business or industry.
(E) One member who represents a career school.
(F) One member who represents a nonprofit organization.
(G) One member who represents the Department of Community
Colleges and Workforce Development.
(H) One member who represents the Bureau of Labor and
Industries.
(I) One member who represents the Department of Education.
(J) One member who represents the State Workforce Investment
Board.
(3) For the purpose of developing the plan described in
subsection (1) of this section, the task force shall:
(a) Identify the collaborations and partnerships among
kindergarten through grade 12 schools, community colleges, labor,
business and industry in relation to career and technical
education that are currently established or are in the process of
being established.
(b) Make recommendations regarding increasing collaborative
efforts and using partnerships for the purpose of better sharing
facilities and resources and developing a high-skill, high-wage
sustainable workforce.
(4) Members of the Legislative Assembly appointed to the task
force are nonvoting members of the task force and may act in an
advisory capacity only.
(5) A majority of the voting members of the task force
constitutes a quorum for the transaction of business.
(6) Official action by the task force requires the approval of
a majority of the voting members of the task force.
(7) The task force shall elect one of its voting members to
serve as chairperson.
(8) If there is a vacancy for any cause, the appointing
authority shall make an appointment to become immediately
effective.
(9) The task force shall meet at times and places specified by
the call of the chairperson or of a majority of the voting
members of the task force.
(10) The task force may adopt rules necessary for the operation
of the task force.
(11) The task force shall submit the plan developed as provided
by this section, and may include recommendations for legislation,
to the interim committees of the Legislative Assembly related to
education and workforce development no later than October 1,
2010.
(12) The Department of Education shall provide staff support to
the task force.
(13) Members of the task force who are not members of the
Legislative Assembly are not entitled to compensation, but may be
reimbursed for actual and necessary travel and other expenses
incurred by them in the performance of their official duties in
the manner and amounts provided for in ORS 292.495. Claims for
expenses incurred in performing functions of the task force shall
be paid out of funds appropriated to Department of Education.
(14) All agencies of state government, as defined in ORS
174.111, are directed to assist the task force in the performance
of its duties and, to the extent permitted by laws relating to
confidentiality, to furnish such information and advice as the
members of the task force consider necessary to perform their
duties.
(15) The Department of Education may accept contributions of
moneys and assistance from the United States Government or its
agencies or from any other source, public or private, and agree
to conditions placed on the moneys not inconsistent with the
duties of the task force. All moneys received by the department
under this subsection shall be deposited into the Department of
Education Account established by ORS 326.115 to be used for the
purposes of carrying out the duties of the task force. + }
SECTION 2. { + Section 1 of this 2009 Act is repealed on the
date of the convening of the next regular biennial legislative
session. + }
SECTION 3. { + This 2009 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2009 Act takes effect on its
passage. + }
