  Appropriates moneys to State Department of Agriculture for
2009-2011 biennium to develop business plan for project to
produce energy from agricultural sources and from food or other
wastes.
  Declares emergency, effective July 1, 2009.
 
                        A BILL FOR AN ACT
Relating to business plans for energy production projects;
  appropriating money; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + In addition to and not in lieu of any other
appropriation, there is appropriated to the State Department of
Agriculture, for the biennium beginning July 1, 2009, out of the
General Fund, the amount of $100,000, which may be expended for
the purpose of developing the business plan for a project to
produce energy from agricultural sources, or from food or other
wastes, by anaerobic digestion, cellulosic ethanol production or
other processes. + }
  SECTION 2.  { + This 2009 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2009 Act takes effect July 1,
2009. + }
