  Requires Public Utility Commission to approve rate changes to
compensate public utilities for programs and projects that reduce
greenhouse gases.
 
                        A BILL FOR AN ACT
Relating to utility programs to reduce greenhouse gases.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this 2009 Act is added to and made
a part of ORS chapter 757. + }
  SECTION 2.  { + (1) As used in this section, 'greenhouse gas '
has the meaning given that term in ORS 468A.210.
  (2) The Public Utility Commission shall allow a public utility
to increase rates to offset the costs of programs the utility
undertakes that will assist the utility or state in reducing a
greenhouse gas or greenhouse gases.
  (3) The commission shall allow a public utility to earn a
reasonable rate of return on capital investment in projects that
will assist the utility or state in reducing a greenhouse gas or
greenhouse gases. + }
