  After line 2 of the printed bill, insert:
  ' Whereas the light rail system is an important and highly
valued transportation option for the metropolitan area in
Clackamas, Multnomah and Washington Counties; and
  ' Whereas the safety of the light rail system, and improving
the safety of the system, is the responsibility of the Tri-County
Metropolitan Transportation District of Oregon and local
communities; and
  ' Whereas the district's goal is to have everyone who rides
mass transit, or considers riding mass transit, feel safe and
comfortable; and
  ' Whereas there is evidence that volunteer greeters at retail
business entrances help decrease shoplifting; and
  ' Whereas community involvement improves the safety, and the
perception of safety, at parks, schools and other public places;
now, therefore,'.
  Delete lines 4 through 10 and insert:
  '  { +  SECTION 1. + }  { + The Tri-County Metropolitan
Transportation District of Oregon shall establish a pilot project
using volunteer greeters on light rail system station platforms
for the purposes of:
  ' (1) Greeting light rail system users as the users board
system vehicles; and
  ' (2) Reporting problems and concerns to the district or an
appropriate law enforcement agency. + } ' .
