  Directs Tri-County Metropolitan Transportation District of
Oregon to implement pilot project using volunteer greeters on
light rail system vehicles to   { - improve user safety and
decrease fare evasion and criminal activity - }  { +  greet light
rail system users and report problems and concerns + }.
 
                        A BILL FOR AN ACT
Relating to mass transit safety.
  Whereas the light rail system is an important and highly valued
transportation option for the metropolitan area in Clackamas,
Multnomah and Washington Counties; and
  Whereas the safety of the light rail system, and improving the
safety of the system, is the responsibility of the Tri-County
Metropolitan Transportation District of Oregon and local
communities; and
  Whereas the district's goal is to have everyone who rides mass
transit, or considers riding mass transit, feel safe and
comfortable; and
  Whereas there is evidence that volunteer greeters at retail
business entrances help decrease shoplifting; and
  Whereas community involvement improves the safety, and the
perception of safety, at parks, schools and other public places;
now, therefore,
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + The Tri-County Metropolitan Transportation
District of Oregon shall establish a pilot project using
volunteer greeters on light rail system station platforms for the
purposes of:
  (1) Greeting light rail system users as the users board system
vehicles; and
  (2) Reporting problems and concerns to the district or an
appropriate law enforcement agency. + }
