  Delete lines 4 through 25 of the printed bill and insert:
  '  { +  SECTION 1. + }  { + The Legislative Assembly declares
that it is the policy of this state to protect the quality of the
waters of the state by:
  ' (1) Controlling the discharge of sewage, gray water and
hazardous material as defined in ORS 466.605 from passenger
vessels as defined in ORS 468B.300; and
  ' (2) To the extent allowed by 33 U.S.C. 1322(f), prohibiting
the discharge of sewage from passenger vessels. + }
  '  { +  SECTION 2. + }  { + (1) The Department of Environmental
Quality shall study:
  ' (a) The impact of sewage, gray water and hazardous material
discharged by vessels, including passenger vessels, on water
quality; and
  ' (b) The reasonable availability of adequate facilities for
the safe and sanitary removal and treatment of sewage from
passenger vessels.
  ' (2) The department shall report the results of the study
conducted pursuant to subsection (1) of this section to the
Legislative Assembly on or before January 14, 2011. + }
  '  { +  SECTION 3. + }  { + Sections 1 and 2 of this 2009 Act
are repealed on January 2, 2012. + } ' .
