SUMMARY
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
Directs school districts that include public high school to
adopt plans to encourage students to register to vote and to vote
in elections. Requires that students receive information about
activities related to voting that are prohibited by law and
penalties for those activities.
Declares emergency, effective July 1, 2009.
A BILL FOR AN ACT
Relating to student voters; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Each school district that includes a public
high school shall adopt a plan, in consultation with the
recognized student governments of the high schools in the school
district, to increase student voter registration and voting in
elections. Each plan shall:
(1) Ensure that all students receive information about voting
and the opportunities available at the school to register to
vote;
(2) Ensure that all students receive information about
activities relating to voting that are prohibited by law and the
penalties for those activities;
(3) Address the distribution and collection of voter
registration cards, as defined in ORS 247.002, during the first
three weeks of each academic term;
(4) Require that voter registration cards be made available in
the school library, counseling services office, places where
students register for classes or career services office;
(5) Require high school administrators to communicate with
faculty, staff and students about deadlines for voter
registration; and
(6) Include a schoolwide advertising campaign to advise
students of the deadline for delivering ballots by mail. + }
SECTION 2. { + Each school district that includes a public
high school shall adopt the plan required by section 1 of this
2009 Act not later than February 1, 2010. + }
SECTION 3. { + This 2009 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2009 Act takes effect July 1,
2009. + }
