SUMMARY

brief statement of the essential features of the measure as
introduced.
Creates Oregon Redistricting Advisory Commission. Directs
commission to study state legislative redistricting process that
occurs in 2011 and make recommendations to Legislative Assembly
for modifications in process for redistricting in 2021.
Sunsets commission on January 2, 2014.
A BILL FOR AN ACT
Relating to the Oregon Redistricting Advisory Commission.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) There is created the Oregon Redistricting
Advisory Commission consisting of 12 members appointed as
follows:
(a) The President of the Senate shall appoint two members from
among members of the Senate, one from the majority party and one
from the minority party.
(b) The Speaker of the House of Representatives shall appoint
two members from among members of the House of Representatives,
one from the majority party and one from the minority party.
(c) The Governor shall appoint one member.
(d) The Secretary of State shall appoint two members.
(e) The Attorney General shall appoint one member.
(f) The President of the Senate, the Speaker of the House of
Representatives, the Senate Minority Leader and the House
Minority Leader shall each appoint one member of the public with
expertise or interest in election law, redistricting, elections
or other related topics.
(2) The commission shall study the process for setting state
legislative district boundaries and make recommendations to the
Legislative Assembly regarding modifications to the Oregon
Constitution and Oregon Revised Statutes governing the processes
for setting state legislative district boundaries for
redistricting in 2021. The commission shall study the state
legislative redistricting process that occurs in 2011 and shall
consider the constitutions and statutes of other states.
(3) A majority of the members of the commission constitutes a
quorum for the transaction of business.
(4) Official action by the commission requires the approval of
a majority of the members of the commission.
(5) Not later than October 1 of each odd-numbered year, the
commission shall elect one of its members to serve as
chairperson.
(6) If there is a vacancy for any cause, the appointing
authority shall make an appointment to become immediately
effective.
(7) The commission shall meet at times and places specified by
the call of the chairperson or of a majority of the members of
the commission.
(8) The commission may adopt rules necessary for the operation
of the commission.
(9) The commission shall use the services of permanent staff of
the Legislative Administration Committee to the greatest extent
practicable to staff the commission. The Secretary of State may
provide additional assistance.
(10) Members of the commission who are not members of the
Legislative Assembly are not entitled to compensation or
reimbursement for expenses and serve as volunteers on the
commission.
(11) All agencies of state government, as defined in ORS
174.111, are directed to assist the commission in the performance
of its duties and, to the extent permitted by laws relating to
confidentiality, to furnish such information and advice as the
members of the commission consider necessary to perform their
duties.
(12) The commission shall report its findings and
recommendations to the Seventy-seventh Legislative Assembly no
later than the second Monday in January 2013. The commission may
not report to the Legislative Assembly prior to the second Monday

SECTION 2. { + Section 1 of this 2009 Act is repealed January
2, 2014. + }
