terminal or pipeline directly related to terminal to enter into
certain written agreement with state.

A BILL FOR AN ACT
Relating to liquefied natural gas; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Before an applicant seeking to construct a
liquefied natural gas terminal, or a pipeline directly related to
the terminal, may be issued a permit to appropriate water under
ORS chapter 537 or an authorization for the use of state lands
under ORS chapter 274, the applicant must enter into a written
agreement with this state in which the applicant agrees to
compensate this state for all costs associated with the review
and evaluation of any permit, authorization or certification
related to the liquefied natural gas terminal and pipelines
directly related to the terminal. + }
SECTION 2. Section 1 of this 2009 Act applies to all permits
issued on or after the effective date of this 2009 Act to
appropriate water under ORS chapter 537 and all authorizations
issued on or after the effective date of this 2009 Act for the
use of state lands under ORS chapter 274, whether applied for
before, on or after the effective date of this 2009 Act.
SECTION 3. { + This 2009 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2009 Act takes effect on its
passage. + }
