Be It Enacted by the People of the State of Oregon:

money, limiting expenditures or otherwise adjusting
appropriations or expenditure limitations, and in addition to any
action by the Emergency Board, the authorized appropriations or
expenditure limitations for the Department of Human Services for

SECTION 5. { + (1) Notwithstanding any other law limiting
expenditures, the amount of $400,000 is established for the
biennium beginning July 1, 2007, as the maximum limit for payment
of expenses from federal funds other than those described in
section 4, chapter 698, Oregon Laws 2007, collected or received
by the Department of Community Colleges and Workforce Development
for the Oregon Youth Conservation Corps.
(2) For the biennium beginning July 1, 2007, expenditures by
the Employment Department from federal funds received by the
Employment Department pursuant to the American Recovery and
Reinvestment Act, P.L. 111-5, for unemployment insurance claims
are not limited. + }
SECTION 6. { + Notwithstanding any other law allocating moneys
from the Administrative Services Economic Development Fund, the
allocation to the office of the Governor established by section
22, chapter 745, Oregon Laws 2007, for the biennium beginning
July 1, 2007, is decreased by $13,722. + }
SECTION 7. { + Notwithstanding any other law allocating moneys
from the Administrative Services Economic Development Fund, the
allocation to the Economic and Community Development Department
for department operations established by section 3 (1), chapter

745, Oregon Laws 2007, for the biennium beginning July 1, 2007,
is decreased by $70,979. + }
SECTION 8. { + Notwithstanding any other law allocating moneys
from the Administrative Services Economic Development Fund, the
allocation to the Problem Gambling Treatment Fund established by
section 11, chapter 745, Oregon Laws 2007, for the biennium
beginning July 1, 2007, is decreased by $1,994. + }
SECTION 9. { + This 2009 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2009 Act takes effect on its
passage. + }
