                             AN ACT
 
 
Relating to state financial administration; appropriating money;
  and declaring an emergency.
 
Be It Enacted by the People of the State of Oregon:
 
  SECTION 1.  { + Notwithstanding any other provision of law, the
General Fund appropriation made to the Oregon Youth Authority by
section 1 (1), chapter ___, Oregon Laws 2009 (Enrolled House Bill
5051), for the biennium beginning July 1, 2009, is increased by
$9,826,321 for operations. + }
  SECTION 2.  { + (1) Notwithstanding any other provision of law,
the General Fund appropriation made to the Department of
Corrections by section 1 (1), chapter ___, Oregon Laws 2009
(Enrolled House Bill 5005), for the biennium beginning July 1,
2009, is decreased by $12,218,265 for operations and health
services.
  (2) Notwithstanding any other provision of law, the General
Fund appropriation made to the Department of Corrections by
section 1 (2), chapter ___, Oregon Laws 2009 (Enrolled House Bill
5005), for the biennium beginning July 1, 2009, is decreased by
$3,144,002 for administration, public services, general services
and human resources.
  (3) Notwithstanding any other provision of law, the General
Fund appropriation made to the Department of Corrections by
section 1 (3), chapter ___, Oregon Laws 2009 (Enrolled House Bill
5005), for the biennium beginning July 1, 2009, is decreased by
$9,459,060 for transitional services.
  (4) Notwithstanding any other provision of law, the General
Fund appropriation made to the Department of Corrections by
section 1 (4), chapter ___, Oregon Laws 2009 (Enrolled House Bill
5005), for the biennium beginning July 1, 2009, is increased by
$6,550,608 for community corrections.
  (5) Notwithstanding any other provision of law, the General
Fund appropriation made to the Department of Corrections by
section 1 (6), chapter ___, Oregon Laws 2009 (Enrolled House Bill
5005), for the biennium beginning July 1, 2009, is decreased by
$400,000 for capital improvements. + }
  SECTION 3.  { + Notwithstanding any other provision of law, the
General Fund appropriation made to the Department of Justice by
section 1, chapter ___, Oregon Laws 2009 (Enrolled Senate Bill
5518), for the biennium beginning July 1, 2009, is increased by
$38,000 for paying expenses of district attorneys. + }

  SECTION 4.  { + (1) Notwithstanding any other provision of law,
the General Fund appropriation made to the Department of State
Police by section 1 (1), chapter ___, Oregon Laws 2009 (Enrolled
House Bill 5037), for the biennium beginning July 1, 2009, is
decreased by $2,210,109 for patrol services, criminal
investigations and gaming enforcement.
  (2) Notwithstanding any other provision of law, the General
Fund appropriation made to the Department of State Police by
section 1 (2), chapter ___, Oregon Laws 2009 (Enrolled House Bill
5037), for the biennium beginning July 1, 2009, is increased by
$913,280 for fish and wildlife enforcement.
  (3) Notwithstanding any other provision of law, the General
Fund appropriation made to the Department of State Police by
section 1 (3), chapter ___, Oregon Laws 2009 (Enrolled House Bill
5037), for the biennium beginning July 1, 2009, is increased by
$4,478,922 for forensic services and the State Medical
Examiner. + }
  SECTION 5.  { + Notwithstanding any other provision of law, the
General Fund appropriation made to the Public Defense Services
Commission by section 1 (2), chapter ___, Oregon Laws 2009
(Enrolled House Bill 5040), for the biennium beginning July 1,
2009, is increased by $74,000 for the Public Defense Services
Account. + }
  SECTION 6.  { + Sections 1 to 5 of this 2009 Act become
operative only if House Bill 3508 becomes law. Sections 1 to 5 of
this 2009 Act become operative on the date House Bill 3508
becomes law. + }
  SECTION 7.  { + This 2009 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2009 Act takes effect July 1,
2009. + }
